James Delia M.Sc. (Hons.) is an expert at providing the knowledge and skills necessary in the effective pursuit of health and safety (HS), pollution prevention (P2), and integrated management systems (IMS) implementation in diverse occupational environments. He carries out such tasks in compliance with local/international regulations, as well as ISO 14001 (environmental) and ISO 45001 (OHS) standards. Delia prioritizes identifying, evaluating, minimizing, and abating workplace hazards through a Total Environmental Health and Safety Management approach, which includes source reduction, pollution prevention, controls implementation, active participation from workers and management, HS / P2 training, and iterative HS and P2 performance audits. Delia is also specialized in drawing up Emergency Preparedness and Incident Command plans that meet ISO 14001 / ISO 45001 standards for various industries. This in addition to performing Risk, Safety, and P2 assessments in relation to weapons of mass destruction. Delia also implements the latest Fire Protection technologies with the lowest environmental impact.
Educated with a Diploma in Occupational Health and Safety (University of Malta), a Bachelor of Science degree (magna cum laude) in Occupational Safety and Health (Columbia Southern University), and a Master of Science (Hons.) degree in Occupational Safety and Health with a specialization in Environmental Management (Columbia Southern University), Delia is a registered competent practitioner with the OHS Authority of Malta. He is a postgraduate safety professional with the Board of Certified Safety Professionals (US), an affiliate member of the Institution of Occupational Safety and Health (UK), and ambassador for Europe's Confederation of Fire Protection Associations. Delia is a skilled project manager with significant architectural experience and >20 years experience in the construction/HS/P2 industries. He has served as OHS consultant and project supervisor on major design/construction projects. These include the Malta Stock Exchange project, MIA's Schengen Extension Project, MEPA, Malta Industrial Parks Ltd., and Smart City - Malta.
Delia has performed several OHS audits and risk assessments for large entities in the building/tourism industries. These include the Mediterranean Conference Centre (for the Eurovision Song Contest) and major holiday complexes/hotels. He regularly lectures on OHS and P2 topics at the Institute of Tourism Studies (Malta). He also gives toolbox talks for workers, as well as OHS/P2 training workshops for staff and management at various institutions including Mater Dei Hospital. At present, Delia is the designated OHS consultant for several property developers and manufacturers in the Maltese Islands. He is also serving as project supervisor for the rehabilitation of existing historical properties. Delia is certified in firefighting and first aid. Renowned for his team spirit, Delia brings to the table a well-honed ability to foster cooperation and communication at all organizational hierarchy levels, contextualized in diverse working environments with multicultural populations.
